Welcome to Capitol Commission Wyoming!

Wyoming is known for its wide-open spaces, strong communities, and a deep respect for faith, freedom, and service. At the center of our state government is the Wyoming State Capitol in Cheyenne, where leaders gather to make decisions that impact people across the Cowboy State.

It is a privilege to bring the truth of God’s Word to the men and women who serve there.

As I begin this new ministry in Wyoming, my goal is to build relationships with legislators, state leaders, and staff in Cheyenne, offering regular Bible studies, personal encouragement, prayer, and pastoral support. My prayer is that every leader in Wyoming’s Capitol will have the opportunity to hear God’s Word and grow in their relationship with Him.

Thank you for partnering with us in this important work. Capitol Commission is a “by faith” ministry supported by individuals and churches who believe in reaching leaders with God’s Word.

Dr. Karl Pickard

I became the Lead Pastor of Capital City Church in February 2019. I was born and raised in Laramie, Wyoming, and this state has always been home to me. The people and communities here have deeply shaped my life and calling.

In 1997, while serving with the 2nd Ranger Battalion, I came face to face with my sinful state before God. The following year, in 1998, I was born again and baptized in Gillette, Wyoming. That moment changed the direction of my life and began my journey of following Christ and serving others.

Before entering full-time ministry, I spent 15 years working in the electrical industry. During that time, God began stirring a deeper call to pastoral ministry. I later enrolled at Shepherds Theological Seminary, where I earned a Master of Divinity with a focus in theology and a Doctor of Ministry focused on identifying and training elders in the local church.

Alongside my role as pastor, I am honored to serve as Wyoming State Minister with Capitol Commission. My desire is to come alongside the men and women who serve our state, offering prayer, encouragement, and biblical counsel as they carry the responsibility of leadership. I hope to build trusted relationships within the Capitol and provide a place where legislators can find spiritual support, wisdom, and pastoral care as they navigate the challenges of public service.

I enjoy Wyoming’s outdoor activities, continuing to learn, and spending time with my family. My wife, Valerie, and I are grateful for the life and ministry God has given us here in Wyoming, and we are blessed with two sons.
