Gary de Graaf has served as Chairman of the Board of Capitol Commission since 2019. A lifelong dairy farmer, Gary learned early to trust God in all things—a foundation that has shaped his leadership and service. He and his wife, Donna, will celebrate 50 years of marriage next year. Together they have been blessed with three married children, ten grandchildren, one great-grandchild, and another soon to arrive.

Gary has faithfully served as both deacon and elder in the Reformed Church of America. He and Donna are actively involved at Lake Tanglewood Community Church in Amarillo, Texas. One of his favorite quotes is by Dr. David Jeremiah as it reflects his heart for ministry: “A man of God in the will of God is immortal until His work is done.”

Ron Edmondson

At the age of 38, Ron Edmondson transitioned from a successful career in the marketplace to vocational ministry, bringing with him a unique perspective on the daily challenges people face. Over the past 21 years, he has served in five churches—four established congregations and two church plants—along with multiple shorter-term interim roles. His background in business has shaped his ministry approach, giving him a strong commitment to serving both the church and the surrounding community.

Ron also served as CEO of Leadership Network, an organization that convenes and equips innovative pastors and churches to accelerate growth and Kingdom impact. Beyond vocational ministry, he has demonstrated broad leadership through service on dozens of nonprofit boards at the local, state, and national levels. Earlier in his career, he served in public office as a city council member, vice-mayor, and chair of the finance committee for a mid-sized city, further strengthening his governance and leadership experience.

Ron and his wife, Cheryl, an accountant by training, are the parents of two married sons, both in ministry. They are also proud grandparents of four granddaughters and one grandson, and together they continue to invest in faith, family, and community.

Dr. Jack Kennedy

Director-Durham, NC

Dr. Jack Kennedy is a physician and servant leader whose life and career reflect his commitment to Christ and to serving others. Born in Providence, Rhode Island, and raised in Richmond, Virginia, he came to saving faith in Jesus Christ in 1986, a decision that has guided his personal and professional journey ever since. He married his wife, Maurine, in 1982, and together they raised two sons, now both married with families of their own.

Dr. Kennedy earned his undergraduate and medical degrees from Duke University, completed surgical training at Emory University, and later received an MBA from Kennesaw State University. After serving as a staff surgeon in the U.S. Air Force, he established Summit Surgical Associates in Marietta, Georgia. In 2003, following God’s leading, he co-founded the Good Samaritan Health Center of Cobb, a Christ-centered ministry providing quality health care to underserved populations, where he served as CEO and board chairman. He also directed Cobb & Douglas Public Health from 2008 to 2018.

Active in church leadership, teaching, and music ministries, Dr. Kennedy now resides in Durham, North Carolina, where he and Maurine are members of Providence Church in Raleigh.

Mike Massey

Dr. Mike Massey

Director-Shawnee, OK

Dr. Mike Massey serves as pastor of Shawnee Bible Church and director of Grace Biblical Counseling in Shawnee, Oklahoma.

Mike came to faith in Christ during his senior year of high school through the patient witness of a close friend. He and his wife, Dawnda, met in college and were married in 1984. God has blessed them with ten children, many of whom are now married and raising families of their own.

A native Oklahoman, Mike has lived most of his life in the state while also ministering in Iowa, Texas, Indiana, and Alaska. He holds graduate degrees from The Criswell College (M.Div.), The Master’s University (M.A.B.C.), and Southern Baptist Theological Seminary (D.Min.).

Mike is passionate about proclaiming and applying God’s Word—whether from the pulpit on Sunday mornings or across the counseling table throughout the week.

Neil Montgomery

Director-Asheville, NC

Neil Montgomery joined the staff of Grace Point Church in Asheville, North Carolina, in August 2022, bringing with him decades of pastoral leadership and care ministry. Prior to this role, he served at Scottsdale Bible Church in Arizona as Associate to the Senior Pastor, Campus Pastor, and Care Pastor. Earlier in his ministry, he also served as Lead Pastor at New Heart Community Church in McKinleyville, California, and pastored churches in both Wisconsin and Canada.

A graduate of Moody Bible Institute in Chicago, Neil met his wife, Karen, during his time there, and the two have shared a lifelong commitment to ministry. Married to his college sweetheart, he and Karen are now blessed with three grown sons.

Known for his compassionate, relational approach, Neil has a passion for walking alongside people through life’s challenges, reflecting the encouragement of John 16:33. His pastoral heart is marked by a desire to bring hope and Christ-centered guidance in both ordinary and difficult seasons.

Now calling Weaverville, North Carolina, his home, Neil continues to serve faithfully while enjoying time with his family. An active sports enthusiast, he admits that while his passion remains strong, his body doesn’t always agree.

Eric Turner

P. Eric Turner became a Christian in high school.

Eric served for 25 years in the Indiana House of Representatives and was the Speaker Pro-Tempore until his retirement in 2014. During his time in the Indiana House, he helped organize, and participated in, the Indiana Legislators Bible Study.

Eric and Cyndy have been married for 52 years and were married during Eric’s last two years at Taylor University, where he graduated in 1974 and was an all-conference football player. Eric and Cyndy have four children and 20 grandchildren. All four of their children also graduated from Taylor University. Eric served for many years as
President and CEO of a family-owned importing & distribution business. Now retired, he is President of the Paul E. Turner Foundation.

Eric serves on the Board of Directors of several Christian organizations, including Capitol Commission, Taylor University, Taylor University Broadcasting, Inc., and Lightrider Ministries.

Eric and Cyndy enjoy watching their grandchildren in various sports and activities; and, traveling together, having been to nearly 70 countries.

Dr. Brad Harbaugh

President-Raleigh, NC

Dr. Brad Harbaugh serves as President of Capitol Commission, where he leads the ministry’s mission to reach and serve government leaders with the hope and guidance of God’s Word. He views this calling not as a personal achievement, but as an opportunity to exalt Christ and present His truth to leaders in every Capitol community.

Before assuming the presidency, Dr. Harbaugh served three years as North Carolina’s State Minister with Capitol Commission, faithfully ministering to the personal and spiritual needs of legislators and staff. An ordained pastor, he previously served congregations in Ohio, Michigan, and for more than thirteen years at The Shepherd’s Church in Cary, North Carolina. He also served as an adjunct professor at Shepherds Theological Seminary.

Dr. Harbaugh holds a doctorate in counseling from Westminster Theological Seminary in Philadelphia, PA. He regularly preaches, teaches, and counsels across the country, and has led numerous mission teams both domestically and internationally—building churches through Carpenters for Christ, equipping pastors, serving in medical outreach in Kenya, and ministering in prisons.

Prior to full-time ministry, Dr. Harbaugh worked in engineering, an experience that deepened his compassion for people and shaped his commitment to evangelism and community outreach.

He and his wife, Robin, met in college and have served Christ together for more than forty years. They are blessed with four married adult children and twelve grandchildren, and are most grateful to see their family walking with Christ.
